For the occasional need for pdf document splicing, I use pdftk. Very bare bones pdf manipulation, but it works and is free.

Good point Regina. There are literally hundreds of additional web based tools that could potentially make the list. I was keeping things more to utilities and applications that anyone could use. There may be a lot of bloggers reading here and at other blog sites, but there really are NOT that many bloggers compared to normal computer users for all the other tools!

Thanks for pointing this one out Alik. Very useful for people who use IE.

I personally use Opera since it has a built in developer bar (far better than the ones for IE and Firefox if you ask me) that you can real time edit ANY of its supported contents and see the effect right in the browser. I've used it for all my templating and blog work here as well. I think its worth having Opera JUST for that feature!

For bloggers among the readers this one is a MUST:

IE Dev Toolbar. It is free and it boosts blog design like crazy
